Pots & seeding — how teams are allocated before the ball is even drawn

Confederation rules & fairness constraints

- No group may contain more than one team from the same confederation, except UEFA (Europe), which will have 16 teams in the tournament; therefore, each group must have at least one and no more than two UEFA teams.
